Commonwealth States Enhance Access to Climate Finance for Small and Vulnerable Countries

Our independent evaluation provides practical options to inform programme implementation at the Commonwealth Climate Finance Access Hub (CCFAH).

Resilience to climate change is on the global agenda, but climate resilience requires access to finance, making it a special challenge for small and other vulnerable countries.

Access to finance in underserved markets for public policy purposes is Momentus’ (formerly IFCL) specialty and it’s why the Commonwealth Climate Finance Access Hub (CCFAH) engaged us in a strategic review.

The hub’s mandate is to improve and strengthen the climate resilience of small and other vulnerable Commonwealth countries through access to finance. We conducted an independent evaluation of its progress in delivering expected outcomes set out in the hub’s Strategic Plan, including an assessment of the efficacy of CCFAH’s governance and delivery mechanisms, pinpointing key learnings, and proposing constructive options to inform the next phase of the hub’s programme implementation.

Our work included a comprehensive document review and extensive stakeholder consultations. We engaged in interviews and surveys with a range of groups including, public and private beneficiaries of the programme, national climate finance advisors, donors and potential donors, governments, CCFAH staff.

Our final report included three case studies and was presented with practical recommendations for next steps and programme enhancements.
